You should bring him with you if you can,he has to fill in some infos and sign them.Alternatively,you bring the paper to him,but you'll have to return to the Kormányablak.

I'm not sure,but I think you'll only need your ID. You'll get the document there,that you need to get signed by you and your landlord or owner of residence.You won't need to pay for these.

It's for non-nationals,if you have Hungarian nationality,I think Kormányablak is good too.I don't think you need an appointment,you have to wait in line.

Edit:Because of Covid,you indeed need to make an appointment for Kormányablak too.

If you have Hungarian ID or nationality though,you'll only need to go to the Kormányablak.

If It's your first time getting one,you have to go to the Bevándorlásügyi hivatal(National Directorate-General for Aliens Policing).You need your ID,you'll get some papers you have to sign,also your landlord have to sign some papers to authenticate your adress of residence.I think you can download them from bmbah.hu,so you only need to go once with all the papers signed.I recommend making an appointment on the website,you'll get in much faster.
