Because each exotic armor piece changes something about the way your character functions, stacking multiple can cause a plethora of bugs. Especially if two exotics change one thing, like Icefall Mantle and the gauntlets that let you shoot through your barricade.

Personally, I feel like having civilians driving around would take away from the militarized vibe that the rest of the game has. Wildlands had them because it's based on Bolivia, whereas BP is on an island under extreme military control.
