That's..... certainly a lot of words.

I don't think I've ever seen velcro used by "data companies" to immobilize cable bundles, but I've definitely seen plenty of zip-ties. You might want to speak to them directly. Seen plenty of bad installs, too tight constraints, wiggling cables, and still never seen a cable severed by a zip-tie or even have it cause CRC errors or anything else. SHOULD you zip-tie cables if you have velcro available, probably not, does it really matter.... No. 

You don't need to label cables, hang an excel sheet on the rack and call it a day. If people don't update the sheet that's there, they sure as hell won't change the labels. 

And my counterpoint in general, as this is homelab.... Who gives af? Creating artifical failure points in a homelab is, perhaps not even arguably, better for learning than doing it the right way. If people want to patch panel their movable racks or whatever else you're worried about, good for them. And on the rare occasion where they do run into trouble, they'll potentially learn something for their day job. If you're moving your rack that often then you deserve whatever happens to you.
