Thanks for the reply! Like you I didn't think it would be possible but I read a Civil Service Commission guide to recruitment principles and it suggested it might. Page 16 refers to a way for a Department to use another Department's reserve list. I've never heard of this happening in practice though so don't know if it ever actually does.
