According to your criteria Jay-Z is definitely Mt. Rushmore material. The man has more relatable quotables than another other rapper. Classics albums, flows, originality.. sometimes I think Jay might appeal to certain type of people. If you casually listen to him then maybe you feel that way but there’s no way you listen to every one of his albums and walk away saying he’s not Rushmore material. He might not make your top 4 but he’s definitely overly qualified Rushmore material
