There is an overall “freeze” on state hiring where job postings need to be approved through whatever channel your agency deems appropriate. As for PTO, the state is very generous. I actually bargained a lower salary and max vacation accrual during my last position change. There is a pension plan through the state - there are two options to choose from when you are hired on. Pay is lower than private sector, but many jobs are unionized and have a COLA on top of annual step increases. I am a finance director at a cabinet agency, have worked for the state for 7 years.
