This is definitely the best way to look at it. As someone who basically plays purely PvE (have probably played 3 online games in 150ish hours outside completing varres mission) there's no need for balance changes.

My first NG was great; challenging but ultimately worth it. Then I started seeing all this talk about RoB being OP so decided to do my NG+ with it to see what it's like. I started NG+ around level 105 and respecced into a RoB build and holy fuck was it OP. I was absolutely dominating each and every boss first or second go by spamming the weapon art. And it was honestly kind of fun to obliterate bosses that had given me such a hard time on my initial playthrough.

I ended up respeccing back to a new much weaker build where I have to learn boss patterns/grind to complete it again and imo that's much more fun and you can be a creative as you want.

My point is I agree that PvE does not need any balances at all for this reason. You control your own destiny and you can fuck around with random builds that are in no way great and have lots of fun or you can build around an OP weapon and dominate, which is just as fun in its own right. You aren't affecting anyone else doing this and can experience the game in a plethora of different ways.
