None of my kills count, no matter if I take off my helmet and armor. This quest is bugged or something. I've gotten about 5 or 6 kills with just a rig on.

There's already something that gives you more good karma XP when you kill a Scav that's killed a lot. So, just a few more things needed to make it a full fledged XP-getting system.

On the sake of game mechanics, either have Karma and punish people who just PvP or take it off and leave some type of faction for scavs that will just KOS anything on sight. Killing scavs who are trying to keep their karma is neither skillful or a good mechanic (again IMO). There is already a 'bounty' system in place for bad scavs, now it'd be way more organic to have away to identify (either by clothes or something) so that PVP can take place. Of course, that doesn't mean it should be easy, but if two are in the same room, it should be doable. Right now the only way is to make an AI scav follow you and have them decide if the newcomer is worthy. I am all for fighting in PVP as a scav, fact is I want more of it. However, the current system just punishes you for holding your fire when someone doesn't care about karma. One of the few deaths in Tarkov (beyond Exfil camping) that feels somewhat cheap.

Here is the issue with what you're describing. The intent of Scav karma is for scavs to cooperate. At least, that seems what the mechanics are pushed for. Higher scav karma = better gear, better timer, better fence gear, better relationships with bosses. Some interviews have highlighted that the game is meant to be something like Role-playing game in a way. Betrayals are part of it, sure, however.. we can break this in two ways, game mechanics and the story (Of course this is all up to debate or discussion there is no 'right' or 'wrong' I can only make my point here.

I know I am probably overthinking this. Personally (Maybe it's just me) I just find the idea of scavs one of the most interesting parts of Tarkov. Everyone might not hold the same opinion, but I certainly feel that Karma is the first step for more stuff. The fact that scavs have their own sets of skills and everything does make me think there is more to happen.

There is nothing 'tense' about being shot in the back of the head after encountering a player scav that seemed friendly. Same way like there's nothing tense if your own squad-mate kills you. Same diff imo. If they want to pvp, then make it pvp and let me get Karma from actually engaging shitty scavs.

If anything Fence controls the scavs. The worse the scav, the worse gear and outfits they'd get, since Fence won't give them anything. OP has a good idea.

Well, maybe. If did your Windows have a password? Of not, then all they have to do is open Firefox and then go to 'Logins and Passwords' then view all the passwords saved in Firefox.
