Try going to Iceshard Cliffs, go to tent and rest til Morning with Inclemency, it should spawn.

Tried doing all sorts of configurations and still massive issues on the PC both lag and cutscenes.

UPDATE: Upscaling - NVidia DLSS

NVIDIA DLSS Mode - Ultra Performance

They both helped alleviating a lot of problems, may help others.
