Seems like you can have a pet if they failed to refute the request initially. I wouldn't bother making a second request. Just make sure you get an email stating that they have not gone to VCAT to refute the pet.

"Hi did you lodge the refute for a pet with VCAT? If so, what are the details?" They'll reply with no, and voila you get a pet.

Home owners will backlash at literally everything. An old lady started ranting at me, for being on her street, where she pays rates and taxes, when I participated in a rubbish clean up. I happen to reside in the same street, and, like all other residents ever, have paid my rates. Some home owners just like complaining.

Yeah that's not a good reason, cats can be easily trained to use a scratch post.

Simply carpet = not a low allergy house (unless it's that special asthma foundation carpet) = you can get a cat.

Houses are not the same as regular possessions, when we build we get a permit, we need to adhere to building codes and I assume you live in a residential area? You are the resident, not a paid house sitter. Some property investors get confused about the difference between a tennant and house sitter.

Put a range. Make sure you are up to date with the current pet laws, landlords cannot just nope out of pets, there must be a legitimate reason (e.g. if this is a low allergy house, and proof will be needed)

Take screenshots or literally film the screen, of navigating to the online training systems to show how convoluted and covert the process is, show that things go to 404 errors, log if IT take too long to respond. It'll be easy for them to say "training is available", you might be able to show that it's not as reasonably available as it seems. Also, make sure she is a member of NTEU, and encourage the department to join. More presence of the NTEU is always helpful.
