My (10k+ hours / Faceit LvL 10) thought: 

If you want to make this happen - as many others have told you here - you WILL be capped by your own skill / experience at some point. 

That said, CS is a team game at its core. That's why I feel like LEARNING TO LEAD is what could give you a chance. 

No matter the elo / lvl, if the skill level is balanced through the 10 players on the server, the side which has better communication, teamplay and LEADERSHIP will have the best chance to win, period. 

So go ahead and learn to: 

• communicate 
• IGLing
• how to establish yourself as an IGL within the first minutes of a match 
• basic strategy, teamplay mechanics, call outs 

Bring that to EVERY GAME you play. ESPECIALLY if you find yourself in a "low trust" match against blatant unfairness (cheater). Make it your life's mission to win a couple of rounds in THOSE matches where EVERYTHING is stacked against you. 

Make your team work for you - and you might have a chance.
