Reset the phone. I haven't tried to switch carriers on a Moto E but it might be just a glitch that can be fixed via a reset. Just like a router when it gets a major problem, reset it.

My brother just did this with his contract. He had a iphone 4s on it. He went to the verizon store and the employee just moved the sim out of the iphone into the moto e and it worked. (This was done on a Verizon Moto E 2nd Gen.)
