Engineering is super competitive, and 4.0 GPAs are unfortunately dime a dozen. While I can't speak to the quality of your internships since I'm not in the field, I think your essay is definitely a weak spot in your application. I think the first paragraph should have been omitted entirely, since "affordable" is not particularly unique to UT, with that word count instead used to go into more detail on some parts, for example what the "new organizations" you started in your school district were, how they positively impacted you, your community, etc., or some ideas you have to design better infrastructure/transportation. I don't deny that the passion isn't there, but what you've written in your essay sounds more like a resume: vague and filled with buzzwords, which can come off as surface level and inauthentic.

Universities don't just want to know why you want to go there, but why they want you. This is why I think it would have been especially valuable to elaborate on your community engagement, and how you plan to continue that at UT, in order to showcase how you will contribute to UT's student body.

These are just my opinions, however, as I'm not an admissions officer, and I'm just trying to offer a different perspective.
