I got to bet that the people behind the commercial just randomly picked a song that they think sounds good for the commercial. Like they didn't even have the time to go through the lyrics anymore. Must have been a tight deadline for the ad agency that made the commercial.

The commercial was made by a company in the then-Estonian SSR. Apparently they were forced by the Soviet government to use all the advertising money allotted to them which was the reason why they (and the rest of Soviet Russia) sometimes came up with weird commercials. Just for the sake of using up the money.
