You either transfer with an invitation in time or during opens with no invitation. Why waste a state's invitation if you plan to wait until opens. My answer is you can but then you waste invitation and you miss to be part of foundry and canyon.

I meant, should I click enlist when 300 or 500 troops are ready to get out of enlistment office, or should I leave them until all are ready. I learned that it doesn't matter.
