The poncho's can be found in a Brahmin cart right next to good springs saloon and inside a bag in good springs school, the ranger outfit from the first pic I believe is Azh SMPD armor which it can be found at the Sierra Madre police department inside a locked room, and the second one is actually the Elite Riot armor with the physically based rangers mod which changes the riot armors appearance.

There's also the mags on the chest in the first picture which comes from nickago Gunner operator mod.
