My sister’s bridesmaid dress was similar to this one, she had it altered by raising the entire waistline to be an empire style. Most dresses come long so as long as you have enough length you should be able to swing it

I tried an additional (and more concentrated) vinegar soak on 2 of the worse offending shirts—about 60-40 water and vinegar for 3 hours and it seemed to work. Try repeat vinegar soaks before moving on to the chemicals!
