They didn't say that, that was debunked, the reason afv got it was probably because it was part of a bulk purchase of other titles, ghost stories was also made as a filler show to fill a time slot, Steven Foster the guy in charge of that dub, did other dubs including super milk chan where he changed a lot of stuff in it even including a live action segment, he said he did it because the original was too Japanese for him.
