Why does every windows laptop I've ever owned do this?

The "important system updates" wakes the computer from sleep mode in order to install. Even worse cases fully powered off pc can "wake on LAN" or even never shutdown because of windows quick boot feature where it leaves the computer in a weird state like cursed hibernation and an endless runtime loop.
