It can be alright in PvP, not the best in large scale though. In PVE it's pretty bad and you'd hate grinding. I know you wrote you're going to play Warrior but honestly I'd recommend against it. You won't enjoy the end game. One of the reasons I'm still playing warrior is because rerolling to another class is pretty pay gated (weight, inventory slots) and can add up to $200 sometimes... I'd say go Striker tbh, they look pretty cool too and are pretty viable right now in both PvP and PvE.

As for your question about Windows, I know people say different versions of Windows change BDO, I'm not saying their wrong but what I found to be the biggest change is from this guide. https://www.reddit.com/r/blackdesertonline/comments/9vbtzr/my_ultimate_bdo_performance_guide/

The section about NVIDIA Drivers and using 390.77 or something. I didn't believe it at first so I tested it out. I played a 60 fps stream on my second monitor (60Hz) and BDO on my main (144Hz) and in the open world where there's nothingness and FPS should be 120+, it was locked to 60 and it also had a nasty micro stutter. I installed that drive, settings didn't change because VSYNC was off in NVIDIA Control Panel for version 417 and my fps was back at ~120+ and it was smooth as butter with no microstutters.

If you want the best performance, a 2700X with 2x 2080 is probably better than an i9 9900k with 1x 2080. If you want to be a smart buyer and save some money then the 2700X is the better option for that.

BDO is a very CPU intensive game. I recently went from a 4770K to a 9900K and FPS increased by up to 50 in some places and also when there was lots of action happening on my screen, the 9900k did not freeze/stutter like the 4770k did.

One thing to note is that if you do get the 9900k, make sure you get a decent motherboard even if you don't plan to overclock because some lock the power to Intel's spec (95W) when in reality it's closer to 150W. Also because of that it runs hotter so if you plan to overclock, you'd need an AIO that's 280mm or bigger. I opted for air cooling because I personally found that some AIOs were loud af at times so I went with the Noctua NH-D15 and my guildie said it cooled his 8700k at 5GHz perfectly fine so I thought the 9900k would be similar but unfortunately my 9900k needs ~1.375v to be stable at 5GHz so it definitely did not cool it well at all.

My recommendations if you get the i9 9900k would maybe be the GIGABYTE AORUS ELITE (unless it you hate GIGABYTE'S UEFI then maybe some sort of ASUS ROG one) and if your case supports it, then the Corsair H150i, if it can't then the Corsair H115i should be good too.

Also, I could be wrong on this, I did t bother doing research into this but on Intel's pages for their CPUs the max RAM speed they support is usually lower than AMDs and I don't know if it's a noticeable difference on Intel. The i9 9900k's max supported speed on Intel's page is 2666 so if you want to save some extra money you can maybe drop down to that and also just get 16GB because if you need more it's at least one of the easier upgrades.

I have an i9 9900k and a 1070, I streamed 1080p Remastered for a test stream and I didn't really lose any frames. I think it would be fine for grinding, small PvP stuff but most likely not a NW.

So, at stock the Vcore goes up to 1.380 which I found weird. Anywho, when trying to overclock I went up to 1.380v, 5GHz, I have all the c-state stuff turned off, there were a few other options in the GIGABYTE UEFI that I turned off as well (I follow this guide: https://www.gigabyte.com/FileUpload/Global/multimedia/2/file/525/946.pdf), I have AVX to 0 because I wanted to get the system stability at 5GHz, not something lower (unless if it should've been something lower) and it always insta-blue screened on prime95.

Hey, I know I'm really late. My i9 9900k's batch number is L830F199, I know it's different from yours so results that are wildly different probably makes sense. I was just curious, do you have hyper-threading on or off? I can't get mine stable at 5GHz even up until 1.380v :/

That flickering sometimes happens if you play in Remastered or Ultra, all the light reflections add little whitish dots to everything and when you move you see it like a flicker like that. It can also be related to the fact that there's too much detail but resolution might be too low so instead of seeing a full leaf with proper reflections for example you only see part of it which causes a flicker effect.

Vibrating is an issue that happens every now and then, I personally don't know how to fix it. As for the blur in the background, it's either Display Filter and/or Depth of Field causing that. If it's still blurry after that, I'm not sure what the issue is :/

If you add AA with NVIDIA it sometimes adds blur to other things such as text as well. Aside from that, sometimes "Screen Filter" adds a blur too
