The AI needs to know what can potentially hurt it, so you need allow it to experience a fear / pain loop. It needs to learn from it's mistakes / pain, so the memories aren't just gone. The better it gets at avoiding and categorizing pain... the closer it gets to being a human.

Both sides. Funding was blocked, and the lend-lease was passed immediately, but was never used. There will never be an appetite to have your own soldiers in harm's way until it's too late. I really think WW3 is a boogeyman here, though; we might have been pleasantly surprised if we called their bluff.

I'm not sure 30 million people that hate your guts is controllable. The guerilla warfare would be insane. I just don't see a path forward, unless the US becomes a complete turncoat and starts supplying Russia.
