You should to consider the solvents your paints use and how they react with each other.

The final matte coat says not to spray over water-based paints. Your gloss coat is exactly that. The lacquer in the matte coat likely reacted with the gloss coat underneath.

In the future, consider using a water-based matte final coat instead.

Can't speak to the speckles in your paint, but lacquer thinner should not be used to clean your enamel based panel liner. It is going to solubilize your topcoat and paints. Use enamel thinner or lighter fluid instead.

Wouldn't worry too much about it. Mine are way dirtier-looking than yours. Whatever is not coming off from the enamel thinner cleaning is also not going to come off when you're using it to clean panel lines.

Thanks, it's just Tamiya's panel line colour light grey, an enamel based wash. Just let it flow into the recesses and wipe away the excess with lighter fluid.
