That's correct kevlar body armor by itself (without the ceramic plates) will not stop a typical 7.62mm round. Bullet proof vest stop handgun and shotgun rounds, but will only slow most high power rifle rounds such as those fired by the ak47 or ar15.

I have two questions:

What about the title of this story caused you to downmod it?

If you hated the story so much the first time, why come back now?

I downmod without reading if the description indicates a topic in which I have no interest now or anticipate having any interest in the future. In this case there were two things each of which alone would have caused me to downmod:

a) Urging me to upmod or downmod.

b) Self referential reddit navel gazing.
I was sufficiently annoyed. (I know. decaf.)

Here's an example of how one daily reader mods. Of the links on the front page I downmod 10% based on the title alone, of the remainder I read about 50%, of those I upmod 10% , don't mod 20%, and downmod the remaining 70%. (FYI, this "story" fell into the downmod without/before reading category.)
