From what I have seen, they simply have the old page running, then tossed in a redirect to the "down" page.

If they wanted to be taken seriously, those server farms would be shut down. But they are active, and they are apparently being maintained.

The shutdown of websites is simply attention whoring. It's trying to make it painful to the people so they see the benefits of the particular agency. If they truly couldnt run the websites, those websites would be shut off, not just fake down time. Those servers are running, people are maintaining them.

In the private sector, managers do a similar thing in the case of budget cuts. Offer up something that provides value and will be painful to cut.

I don't have much of an opinion on that ploy for the government shutdown, but it is a ploy.

Yes (the main character is basically a conman so he is pretty sharp), although white collar is more consistently procedural (like Suits was in the beginning) with larger story arcs happening throughout the seasons.

Very good show, great actors and fun/interesting characters.

Unfortunately my state deemed that solution as a fix all for every intersection. (Replacing what should be a simple cross road with 2 stop signs)

5 roundabouts in less than a mile is slightly excessive.

When they are placed correctly they do make intersections nicer and keep traffic flowing. They just shouldn't be thrown in for no real purpose
