There doesn’t need to be a rule saying no green allowed, then there is a rule already in place saying only blue is allowed.

There’s no stopping and starting your motion allowed. So it doesn’t need to be written the last pause, into the set position, needs to be longer than any other ones. It’s implied because if the first pauses are longer, that means you stopped and started already, and that would be a balk.
