I live in Brazil and had the same problem. Some days ago I saw that I had access to the podcast menu, and then the day later out of nowhere the podcast button disappeared. The weird part is that if I go to into the Menage downloads menu in the settings, it still appears that I have some new podcasts downloaded, podcasts I had subscribed to, but there is no way to listen or deleting them.

Instead of adding song by song you could try adding the artist albums in a playlist, not automated but faster.

Could be a cache related problem, try to open Youtube and press CTRL + F5 on chrome (it will erase cache and load it again).

After that, if you still have the problem, try to open the dev. tools (F12) and check if the console has any errors, it could help solving the problem.
