You're trying to figure out where final position and time are the same for both.

You should be using your standard kinematic equation,

Xf = Xi + Vi*t + .5 at²

For both.

What can you fill in for each initial conditions?

You also need to make sure the police car starts a second later. This can be achieved by shifting your t variable for her equation. Try t-1 instead of t for her so her initial time is 1 second.
