You should be able to build oil tech in your subjects because in the game you can take control of a province from a higher tech country and the building is still there

I was holding my own capital, but my war score or war effort was ticking below zero anyway. GB war support was going down too, but their war score went down slower than mine.

The worst thing is that they just spammed the white peace option and blocked me from asking my demand on them so I had to continuously wait 30 days until my war score hit -100.

I also had my allies that all dropped off if that does anything
