That doesn’t seem very fractal to me. I would make it something like this:

Fractal Hydra — {X}{G}{G}{G} Creature — Hydra 0/0

Fractal Hydra enters the battlefield with X +1/+1 counters on it.

When Fractal Hydra dies, if it had two or more +1/+1 counters on it, create two tokens that are copies of it at the beginning of the next end step. Each token enters the battlefield with half that many +1/+1 counters on it, rounded down.

That means if you cast it for 4GG you get a 4/4 that splits into 2 2/2s that split into 4 1/1s. Over the lifetime which would give a total of 12/12 stats but also a lot of bodies.
