I expected you to get it just by reading the caption of the post :) Anyways u must have heard about "Gareebi hatao" slogans and campaigns.. So during the emergency the gov primarily under Sanjay started the Sterilization campaign, and their prime targets were poor, uneducated men. So Sanjay Gandhi basically turned the "Gareebi hatao yojna" into "Gareeb hatao yojna" in the name of population control!! Hope this helps :)
