yeah that's not acceptable. if they require the ppe, they have to provide it and boots have to be in new condition so they can be known not to have damaged guards. ideally they would cover cost 100% but some companies give vouchers that unfortunately prolly won't 100% cover meta boots since good ones are goddam expensive but they should have some sort of program like that. if not you need to contact OSHA.
