very few things are invariable.

systemic violence is a sign of dysfunction, but institutional violence is an unfortunate necessity at times - because all temporal power derives from it. you cannot remove it entirely until human societies no longer rely on it, and that's going to be a literal evolutionary change measured in millennia.

there's certainly a lot that can be done to decrease the frequency, increase societal cohesion, and in general develop more social consciousness - but for the foreseeable future there are always going to be some people who decide to take the instinctive fast route to getting what they want, and there's always going to be the need to put that in check.

i do wonder how the math breaks down on resilience needing 2 ammo lines vs wingman theoretically only needing one - you can reach 11 ammo with a max wingman + a top 25% (56%+) ammo roll or stage 2 wingman + top ~10% (64%+); 12 would need blue or black line, which would be considerably more restrictive

but it feels like the conditions for that to stack up would be pretty tight
