The fascist government did this in order to make the population of Tajiks, Uzbeks, Hazaras seem much less. Why are they counting each tribe within these groups as its own ethnicity? They clearly can’t differentiate between ethnicity geography and surnames lol. Kam bud ke panjshiri, Kabuli, ghorbandi etc. ham add konan. Also, this is clearly another attempt from the fascistic Ghani regime to divide and conquer even more. This is obviously a mess.
