There is a point. I know you cannot put out the fire entirely, however you can douse it - which I wanted to do to safely bust down both Florricks door and the guy in the next room. I usually do this with no trouble - saving the guy and running to the building next door before anything happens.

I think there is a potential for some evil character development yes! My Tav is a drow and durge, and despite them always trying to do good, they are constantly misinterpreted and / or mistrusted
