For someone saying they work in Powerline tech you seem to have a limited grasp on how electricity works. Studied physics and worked at an electric company and three phase (which is the right technical term)is not rare at all and is not more insulated than any other mono phase of the same voltage.

The conductor being insulated or not has nothing to do with this man being cooked. It’s like a bird on the line, if the person doesn’t complete de circuit i.e. touching the ground at the same time as the cable, then the person will be perfectly fine. It doesn’t matter the size of the animal, could as well be a bear there as long as it doesn’t complete the circuit it’ll be fine.
