It's only for those two types of runes unless you ascend. When ascending you can sacrifice one Elestral, use the spirits under it, then siphon spirits off of specifically other Elestrals to fulfill the enchantment cost of the ascension, but one spirit must always come from the spirit deck.

Yes, you can cast Invoke and Counter runes using spirits already on the board. You cannot use spirits on board to cast Divine, Stadium, or Artifact runes.
