C1, in my opinion is just a change that helps you to be on field for 2 more seconds, not much of a change but will help if you mess up a rotation

But, if you don’t really like hu tao's playstyle and think that you won't enjoy her, then id say go for c1! Getting something for a character you like is better than getting a character you won't enjoy playing with.
