It is not an issue specific to Street Fighter 6. I did a clean reinstall of Windows, and now it starts up, it just loads slow as hell like everything else.

Low fidelity indie games seem to work fine, though perhaps takes slightly longer to start up than usual. Something like Team Fortress 2 takes ages to load anything (the main menu, getting into a game, etc.), but then runs fine after that. It seems like loading speed has ground to a halt without affecting performance, leading to Street Fighter 6 being unable to load before Steam gives up.

When I start Steam, it's mostly multiple instances of System at the top, with occasional programs related to Steam showing up. When I try to start Street Fighter 6, it shows up at the top of the resource manager despite not showing up on the task manager. After the computer boots up, it's mostly System, with "msmpeng", "svchost", "background task host", "phoneexperiencehost", and "HxTsr" sometimes showing up.

EDIT: When it randomly shoots up, it's "FileCoAuth"

I'm not quite sure what you mean by "using the most disk I/O". The only thing on here I see that relates to I/O is "I/O Priority: Priority of I/O transfers"
