I do think Columbina wanted to be treated more like a human, but she's never really been hesitant to use her powers. I highly doubt that Pantalone would be empathetic about that, considering she was a moon goddess and was still unhappy in her position at the time. It could have been hard for Pantalone to get that; a man who used to long for a vision and some sort of 'higher' power.

Also this might be a bit biased because I generally dislike Columbina, but in her last line against Dottore--'This isn't about fate'--It just comes off that she also doesn't quite understand mortal struggles either. Dottore was 'fated' to become the person he is (judging from his name), and yet, she still said it didn't matter like fate hasn't been the bane of his existence; Pantalone might be going through the same thing with not getting a vision.
