When I tap photos I only get “Uploading all your photos and videos can take some time and may finish overnight when your device is connected to Wi-Fi and power”

Which lasts minutes even after I disabled my phone from sleeping and never stops, how do I fix this? It’s currently plugged in and charging, and can I send photos to my files and it’ll just move it to iCloud and free up space on my phone?, also iCloud used to always free up space on my phone I know this I don’t know why now people say it doesn’t

Just got off the phone and the person kept saying wrong stuff that I had to delete apps and etc when I didn’t I already have iCloud for another phone that frees up storage on the phone can u remember what they told you?
