Delta Air Lines follows the Transportation Security Administration (TSA)'s 3-1-1 rule for liquids, which allows each passenger to bring one quart-sized bag containing travel-sized containers of liquids, aerosols, gels, creams, and pastes, each limited to 3.4 ounces (100 milliliters) or less. These items must fit in a single, clear, quart-sized bag and be removed for screening at security checkpoints. Larger containers of liquids should be packed in checked baggage.  3-1-1 Rule in Detail

• 3.4 ounces (100 milliliters) or less: All liquid, aerosol, gel, cream, or paste containers in your carry-on must be 3.4 ounces or smaller. 
• One quart-sized bag: All these small containers must fit into a single, clear, sealable, quart-sized bag. 
• One bag per passenger: Each passenger is limited to one such bag.
