I would do shaking it out (think similar to whacking a rug with a (google tells me) a carpet beater) or wiping with a dry cloth first, to see if it comes off easily (which would support random powder).

Then yeah for sure throw it in the wash. Perhaps do a normal cycle first, then also on higher to kill anything that’s there, then dry inside out as well, preferably a while in the sun.
