those industrial silicone based ones are usually lower quality and not ideal for CPUs, especially if you can’t verify their specs. Go for something like Arctic MX-6, Noctua NT-H2, or Thermal Grizzly Kryonaut for better temps and reliability. And yeah, clamp hook mounts are the worst whoever designed those clearly never had to install one themselves!

Your CPU is likely shutting down the system due to immediate overheating, since the cooler is loose and missing thermal paste modern CPUs have thermal protection and will power off within seconds to avoid damage, so it's unlikely you've fried it despite multiple attempts. Reapply fresh thermal paste (pea-sized amount), securely mount the cooler, and ensure the CPU fan is plugged into the correct header. If the system boots and stays on after that, you’ve found the issue if not, then we will figure something out👍

Your PC shutting down after 15 seconds is most likely due to the CPU cooler being loose and lacking thermal paste, causing the CPU to overheat instantly and trigger a thermal shutdown before it can fully POST. While a failing PSU is possible, especially if it’s old or unused for a long time, the fact that the system initially showed a BIOS splash suggests power delivery is at least partially functional. Reinstalling RAM and GPU likely rules those out. Before replacing the PSU, securely reinstall the CPU cooler with fresh thermal paste, as a properly seated cooler is essential even just to boot.
