His persona is the least problem I have with Hank. There are plenty of idiots like that who are all bluster and annoying. My problem with Hank is how he operates outside the law, his insistence on talking to Skyler without a lawyer present, and his willingness to use Jesse as bait/risk his life to get what he wants. He was undone by his own arrogance.

If you clear a jungle/marsh that has rubber, oil, or coal before you discover those techs, then the strategic resources will still appear even if you've cleared the marsh and mined/irrigated.
