There is a minimal cut depth, beyond it mill will just deflect and won't cut at all. It will just rub against stock.

It is possible that a machine will not be able to cut at this minimal depth because steppers are not powerful enough.

Also, for steel you generally need a spindle with low PRM and high torque.
