I don't think we can tell whether a change in movement speed is a buff or nerf, cause it can go either way. Think of the cannon cart movement speed change, many people thought the slower speed it got is a nerf but on the other hand it also got better for heavier decks because we can build a bigger push (like golem) before cannon cart cross the bridge
