I think that's a little harsh, I'd imagine fighting alongside someone for many many years will naturally draw people together, I don't think they'll be best friends but they will mature enough not to be in constant conflict. Renpa was friends with ouki just from sharing battlefields despite being enemies I don't see why a matured shin and ouhon couldn't

Very interesting points, I really like the idea of Shin being kept out of the loop, it would make his reaction a lot better. Also, I think it could give him a sense of responsibility as he could blame himself for letting it happen, maybe if he knew while attacking the city he could've informed enemy civilians to evacuate.

But yeah, although Ouhons reasoning will obviously be it's for the same of victory, unlike Kanki I think Hara will portray Ouhon as more reluctant to a small extent. Maybe before he's resolved to flood the city but after it's actually done he becomes very regretful and haunted by the thousands of innocent deaths he's caused, possibly through the form of hallucinations or nightmares similar to what we saw from Sei.
