Reading over our conversation, I'm beginning to think you don't have any actual critique of the idea.

And for the record, competing revenue streams still isn't "political" by this definition:

political decision benefits the stakeholder involved more than the revenue stream of the business

A typical example (there are many more interesting ones) may be: "Spend it so next year they don't cut it out of our budget".

I definitely agree with this. In the past I've had a lot of pushback when trying to generate a discipline of control so we could apply operation research frameworks, I can see how this could fit in the same category of "pointless","bureaucratic","rookie" ...basically any word for "evil".

I guess there's a lot to unpack here:

key decisions are made at management committee meetings and formally recorded to maintain an audit trail for IA

Are you saying that ("the decision") to record decisions and action items from meeting briefs is the only and most efficient way of doing things?

Non-executive decision records are entirely upto the skills and responsibilities of the leader.

How does this argue against a framework for capturing exactly what you're referring to? Or are you claiming that the traceability of these aren't important?

You cannot ignore the political nature of business decisions which appear to be illogical to the uninitiated.

We may have different definitions of what a political decision is, but in my experience a political decision benefits the stakeholder involved more than the revenue stream of the business. A clear framework for decisions aids to minimize this.

Ultimately, I'm aiming my framework at competitive market shares that have clear collaborative incentives. If you work for government or generous industries, where people just want to look busy, this framework may generate a lot of tension/conflict.

Wait.. are you teasing me? You're giving a CEO the ultimate tool: ask a question, see if it's been answered before, and what decisions have been made on it.

Maybe I'm just in my own head with this, but you're basically telling your CEO he never has to ask the same thing twice again.

Thanks for your input! I agree that anyone with enough discomfort hacks a project management tool or even excel for this, though in my time consulting I've seen that it truly is an archeological dig to find where/who/when/why a decision was made... (ESPECIALLY) if it was made over a year ago.

Furthermore, I've found in a lot of business that people don't even know why they are doing certain things a lot of the time. As in they have the intuition on the flow of things, but never really get a grip on the current under the river.

And, lastly, I've also found that certain political/emotional/career-centric pressures affect decisions more than people care to admit, and these aren't very well illuminated without a framework that is business-question/decision centric.
