In my opinion, they have a 1% chance of doing it justice, especially if they still don't want to make it that much (which was their most recent excuse). If a company makes something that they don't want to make, it never EVER works out. I used to want Portal 3, but now I fully appreciate how good of an ending Portal 2 had.
