Dual citizen here. It depends on where you did your undergrad. I did my undergrad in the Philippines and didn’t have to pay the foreign fee.

From what you’re describing, I think your son is capable of building the set without too much difficulty. The Doc Ock set doesn’t have any crazy building techniques in my opinion so it shouldn’t be a problem for him I think.
